Digital Tools Empower Government Functions

Artificial intelligence is rapidly becoming a strategic asset for national development in Russia, enhancing state governance and driving economic efficiency.

Government Structures and Administration

One of the initial steps in this direction was the adoption of the National Strategy for the Development of Artificial Intelligence through 2030. This document laid the foundation for a systematic integration of digital solutions within public administration. By 2024, all government agencies were required to adapt their digital transformation programs to include AI capabilities. The results are already tangible — for instance, Rosstat has begun using machine learning algorithms to analyze demographic trends. This system processes data from multiple sources, providing more accurate and timely information.

Federal agencies are also actively employing AI technologies. The Federal Customs Service has implemented an AI-based system that analyzes images from inspection scanners, automatically identifying suspicious areas. This significantly accelerates the inspection process and reduces operator error rates. According to experts, analysis time has been cut in half and error rates reduced by 10%.

In tax administration, AI is used to process business registration applications. The system can predict decisions on applications, citing legal grounds for approval or denial. As a result, human involvement has been reduced by 90%, and the processing speed of standard applications has tripled. This not only benefits applicants but also contributes to a more favorable business climate in the country.

The Ministry of Finance employs LLM models to automate the reallocation of budgetary funds. Algorithms help adjust expenditure items and revise program structures in line with current economic conditions. As a result, analysts’ workloads have dropped by 70%, while the accuracy and speed of document processing have significantly improved.

Industry and Transportation

In industry, AI plays an equally vital role. Rosatom has deployed a predictive analytics system to monitor equipment conditions and forecast product quality. This has led to a nearly threefold reduction in defective products and substantial savings on maintenance costs. The company also uses AI across full product lifecycle systems, accelerating time-to-market and boosting competitiveness.

Severstal was among the first to integrate AI into metallurgical process management. Its intelligent agent, Adelina, based on deep learning algorithms, increased productivity by 5% — a significant achievement in heavy industry.

The transport and logistics sectors are also leveraging AI. For instance, the delivery company CDEK uses AI to optimize delivery routes and automate warehouse operations. This has shortened logistics times, improved accuracy, and reduced operating expenses.

Another critical application is AI-based traffic management. Since 2023, Moscow has operated a system that uses data from cameras and sensors to optimize traffic lights and public transit routes. This has reduced congestion and improved road safety — key metrics for urban governance and the broader economy, as they directly affect logistics and workforce mobility.

Thus, artificial intelligence is becoming a cornerstone of modernizing both public and economic processes. It not only improves management efficiency but also provides a solid foundation for sustainable development. Russia is emerging as a leader in leveraging AI for societal benefit, offering a model for how cutting-edge ideas can be transformed into public-serving projects.
