Payment Delays in Public Procurement to End as Acceptance Documents Go Digital

Under the ministry’s initiative, all contracts are expected to be moved to electronic format within a year. Clear payment deadlines will be established to prevent delays.

State-owned companies will no longer be able to delay payments when purchasing from small and midsize businesses (SMEs). Russia’s Finance Ministry has drafted amendments to the government resolution governing SME participation in public procurement. The proposal calls for the activation of such contracts – the preparation of acceptance and transfer documents – to move to electronic format starting Oct. 1, 2027. For now, these documents can be prepared on paper, and some customers prefer to delay payment by placing the funds in deposit accounts. Once the amendments take effect, there will be a fixed acceptance date for goods, work and services, with strict oversight of compliance with the deadlines. The rules cover a substantial volume of spending: according to the SME Corporation, purchases by state-owned companies from small and midsize businesses exceeded 26.7 trillion rubles ($321 billion) from 2021 through November 2024.

The amendments will apply to contracts between state-owned companies and SMEs worth at least 500,000 rubles ($6,000). Once a customer receives the draft acceptance document, it will have 20 business days to either confirm acceptance or provide a reasoned rejection. Payment will still have to be made within seven days. A transition period will remain in effect through April 1, 2029, during which electronic acceptance documents can be prepared in third-party digital systems and then submitted to the Unified Information System (EIS). After that, the documents will have to be generated directly in EIS.

A Five-Year Transition

The transition of federal customers to electronic acceptance through EIS began back in 2021. That year, Russia’s Government Resolution No. 2050 was amended to require certain customers to include the option of electronic acceptance documentation in their contracts. Starting Jan. 1, 2022, the electronic preparation and signing of acceptance documents became mandatory for contracts awarded through electronic procedures under Federal Law No. 44-FZ. Suppliers and customers began using their EIS accounts for this purpose. The following year, plans were also announced to move Moscow’s state-owned companies to electronic acceptance.

The development of electronic procurement services also encouraged greater participation, while the growing number of contracts between state-owned companies and SMEs increased the need to monitor contract performance and compliance with deadlines. Preparing state-owned companies for the transition to electronic procurement became a central issue in 2025 and 2026. What began as a discussion of individual regional practices moved to the federal level. The result of the five-year preparation period is the set of amendments drafted by Russia’s Finance Ministry.

AI to Take Public Procurement to the Next Level

Electronic document exchange between customers and suppliers will continue to expand. The procurement EIS could be integrated with corporate electronic document management systems (EDMS) and enterprise resource planning (ERP) systems, while automated monitoring services will track contract deadlines. Procurement processes, meanwhile, will be monitored using data analytics technologies. These services are expected to become more closely integrated, creating a continuing stream of work for IT developers. Procurement itself will become more transparent and faster. Over time, the entire cycle could move into digital systems, from finding a supplier and signing a contract to monitoring performance and making payments. That would provide an additional boost to Russia’s market for EDMS platforms, procurement management systems and integration solutions.

AI technologies are expected to play an increasingly active role in procurement over time. This will mark a fundamentally new stage both for cooperation between SMEs and government customers and for technology development. Eventually, Russian technologies for electronic document management, digital contract management and integration solutions could also find demand abroad in countries where Russian IT companies already work with corporate and government customers.

Undoubtedly, this approach will help eliminate arbitrary Customer requirements concerning the form and format of documentary evidence confirming that contractual obligations have been fulfilled. On the other hand, if a payment delay is caused by insufficient funding for contractual obligations or a shortage of funds at a state-owned company when the final result under the contract is submitted and accepted, the use of electronic acceptance mechanisms by itself will not solve the problem
