Russian government moves to tighten “digital order”

More than 20 legislative proposals aimed at protecting citizens and businesses are set to be adopted by State Duma lawmakers.

Russia has developed a second package of measures designed to combat cyber fraud, Deputy Prime Minister Dmitry Grigorenko said. The document includes more than 20 legislative proposals that lawmakers in the State Duma are expected to approve in the near future.

Among the measures is a requirement that access to an account on the Gosuslugi public services portal be restored only through trusted channels – via government service centers, biometric identification, or banking apps. The package also formalizes the concept of children’s SIM cards, which allow parents to monitor content and activity on a child’s smartphone. In addition, the number of bank cards allowed per person will be limited by law to prevent intermediary schemes used to transfer money to fraudsters.

International phone calls will be clearly labeled, and reports of suspected fraud can be filed through the Gosuslugi portal, making it possible to quickly register and respond to incidents.

AI monitoring and instant blocking

The use of AI-based call monitoring will be enshrined in law. In the business sector, such tools are already used to track fraudulent activity. The dissemination of information aimed at deceiving citizens or stealing data will be prohibited, and dangerous websites will be blocked immediately.

As Grigorenko emphasized, the goal is to create an environment in which individuals are no longer left alone to deal with fraudsters.

“The state, banks, telecom operators, and digital platforms – the entire digital infrastructure of the country – are now involved in countering cybercrime. Together, we are constantly introducing new and understandable tools to fight fraud and improve citizens’ digital literacy,” the deputy prime minister said.

The first package of anti-cyberfraud measures, which contained even more legislative proposals, has been in force since 2025.
