Samolet, one of Russia’s largest real estate developers, has launched a new digital tool called “10D RMP” on its proprietary platform. Designed to streamline urban development planning, the tool promises to reshape how cities evolve—and how quickly.

From Weeks to Days: A Major Leap in Planning Efficiency

Samolet operates across 15 Russian regions, including the Moscow area. With over 400 completed housing complexes serving more than 4,600 families, the company has proven itself as a major force in residential construction. The “10D RMP” module is built to generate master plan concepts and assess land development potential at rapid speed. It’s not just about speed—it also boosts profitability, reduces financial risks, and enables more data-driven strategic decisions.

Traditionally, creating a master plan and calculating technical and economic indicators (TEIs) takes up to two weeks. With 10D RMP, that timeframe shrinks to just two days. The platform automatically generates project layouts, providing early insight into costs, viability, and infrastructure demands.

A New Kind of Urban Design Studio

The tool turns urban planning into a near-automated process. Users simply enter plot coordinates and zoning restrictions, and the system produces a 3D layout of residential, commercial, and social infrastructure. The platform calculates TEIs—such as expected population, required schools and roads—and enables manual tweaks to building geometry or facade structure.

Users can define apartment types, area sizes, stairwell and elevator placements, and receive 10 different planning variants. The system checks sunlight exposure compliance based on sanitary norms (SanPiN) and flags any potential violations. Accuracy has also improved dramatically: the gap between early and final TEIs is now just 5%, compared to the previous 10–15%.

By enabling better risk management and cutting planning errors, 10D RMP empowers both Samolet and its partners. It also lays the groundwork for faster construction timelines and enhanced digitalization of the Russian construction sector.

Connecting the Dots in Construction Tech

Samolet has been investing in a range of digital products to automate its workflows. In late 2024, the developer expanded its “Quality Control” system for inspecting new housing units. The tool was field-tested on sites in Moscow and surrounding regions.

Another initiative, the “Procurement Management” module, helps optimize supplier timing and approval cycles. From contract handling to full-cycle construction oversight via AI, Samolet is pushing toward end-to-end automation—focused on adapting to user needs.

Russian construction firms are racing to build out digital ecosystems that boost efficiency and customer satisfaction. Virtual property tours, services like Sberbank’s DomClick, and BIM-based design apps are already mainstream. With the right partnerships, 10D RMP could even scale to international markets. It’s built on fully domestic solutions, which also gives it an edge in independence from Western software.
