Russia’s Roscongress Foundation and the Vietnam National Association of Cybersecurity have signed an agreement to enhance cooperation in digital security. The deal aims to strengthen bilateral ties through knowledge sharing, joint initiatives, and potential co-hosted cybersecurity projects and events.

Vietnam’s Ministry of Public Security has confirmed plans for closer cooperation with Russia in information security and law enforcement. Even amid Western sanctions, Russia–Vietnam collaboration in cybersecurity remains resilient. Vietnam, as a leading ASEAN economy with an independent foreign policy, represents a crucial partner for Russia in the Global South.

Russian tech firms like Kaspersky have already established deep regional presence—its Asia-Pacific operations contribute over 6% of total global revenue, with key offices in Malaysia, Singapore, and Vietnam. These networks support both small-to-medium enterprises and public institutions, laying the foundation for stronger cross-border technology ecosystems.

From Policy to Practice: What Comes Next

The Roscongress–Vietnam cybersecurity agreement marks a shift from policy declarations to concrete cooperation. Over the next 1–2 years, the two sides are expected to develop a roadmap for pilot projects, including exchange programs, training, and cyber defense drills.

Within 3–5 years, the partners envision sustainable technology exchange and possibly joint commercial cybersecurity ventures in Vietnam.
