In Russia, AI to Be Tasked with Construction and Government Oversight

Joint efforts by Glavgosexpertiza and the Center for Digital Industrial Technologies will bring AI applications to key sectors of the Russian economy.

AI Services as a Pillar of Sovereignty

The Russian Federal Autonomous Institution Glavgosexpertiza and the Center for Digital Industrial Technologies (CDIT) have signed a strategic partnership agreement. The primary objective is to implement and scale AI-driven solutions across the construction industry and state expertise processes. According to the project roadmap, leveraging reusable AI modules will lead to significant savings in time and resources. More importantly, it will facilitate the deployment of foundational AI services and contribute to strengthening Russia’s technological sovereignty. As part of the collaboration, the institutions will also jointly review technical and regulatory documents related to AI, including its applications in education.

This initiative is expected to transform public services, enhance the quality of project documentation reviews, and improve the cybersecurity of IT infrastructure within the construction sector—one of the nation's economic pillars. Russian citizens will benefit from faster public service delivery, while the state as a whole will increase its autonomy.

While the resulting product may not be intended for export, it will serve as a strong showcase for Russian AI capabilities.

On the Cusp of New AI Solutions

The agreement is a catalyst for accelerating the digital transformation of government expertise systems. Several new AI tools are under development, aimed at automating the evaluation of architectural and engineering design decisions. Three pilot projects are already underway in this field.

While analyzing AI-related patent statistics over the past decade, I was surprised to see the Chinese Academy of Sciences among the top five leaders, alongside major tech corporations. Even more impressive is the fact that many of the most cutting-edge academic publications in our field come from Chinese researchers and institutions. This clearly reflects a strong governmental commitment to advancing technology through state-backed programs.I believe a similar trend is inevitable in Russia. State support will play a crucial role in the development of new standards and the revision of existing ones to reflect modern technological tools. This, in turn, will require the creation of new AI models specifically designed to solve complex design and planning challenges

Given CDIT’s experience in advancing digital attaché programs and promoting IT solution exports, there’s reason to believe that scalable Russian AI vendors could eventually emerge in the construction sector—provided typical services are effectively systematized.

Retrospective: Pilot Projects and Regulatory Models

The use of AI in construction and government expertise has been in development for some time. Between 2023 and 2024, Glavgosexpertiza launched pilot initiatives utilizing neural networks for document assessment. In December 2024, CDIT formed a partnership with the Moscow Export Center to promote domestic software abroad.

At the July 2025 INNOPROM international industrial expo, CDIT Director Eduard Shantaev presented a framework for regulating industrial data flows and developing AI-friendly regions.

Fewer Errors, Greater Transparency

Joint pilot projects are expected to enter industrial deployment within the next one to two years. This transition will significantly accelerate review processes, reduce error rates, and bring greater transparency to the sector. Although export potential remains, successful international rollout would require rigorous standardization and proven use cases.

Effective cooperation will demand strict adherence to AI security protocols, high product quality, and regulatory alignment.
