In Russia, Artificial Intelligence Is Now Checking Documents
AI technologies are being used to recognize uploaded documents on regional public services portals.

Authorities in the Moscow Region continue rolling out artificial intelligence technologies on the regional public services portal. The first phase of the project to automatically recognize documents was completed in 2025.
The technology now covers 315 services and can process more than 700 types of documents, said Nadezhda Kurtyanik, Minister of Public Administration, Information Technology and Communications of the Moscow Region.
Verifying Uploaded Scans
When submitting an application, users upload scanned documents to their personal account. The algorithm analyzes the images in real time. If the data is correct, the system marks the file accordingly. If inaccuracies are detected, the applicant receives a prompt and can correct the issue before submitting the request.
Automated verification has reduced the number of technical rejections and accelerated application processing. Agency employees are freed from manually reviewing attachments, saving up to one and a half hours of working time per day.
AI tools are integrated into the region’s digital infrastructure and are gradually expanding service coverage, establishing a unified standard for automated processing of citizen requests.
