The administration of Russia’s Krasnodar Region has signed an agreement to transition government bodies to the domestic software suite ‘MyOffice.’ The move, announced during the international cybersecurity conference Kuban CSC 2025, marks a pivotal step toward digital sovereignty and the broader use of Russian IT solutions across public institutions.

Building a Foundation for Digital Independence

Authorities in the Krasnodar Region have formalized an agreement with the Russian company MyOffice to implement its office software across executive agencies and affiliated institutions.

The transition, expected to affect hundreds of users and departments, reflects a growing national trend of replacing foreign technologies with domestic alternatives.

This initiative aims to enhance the security and independence of the region’s digital infrastructure while contributing to Russia’s long-term goal of import substitution and the development of local IT products. In practical terms, the move strengthens data protection for citizens and reduces reliance on Western software ecosystems.

Expanding Market Presence and Local Innovation

The regional government’s decision to adopt MyOffice reinforces the company’s market position. If successfully scaled nationwide, the platform could extend to international markets—particularly to countries with limited access to Western software.

In Krasnodar, the rollout will replace imported office tools with a domestic platform designed for governmental operations. The process includes software customization, staff training, and integration with other public administration systems.

These measures support Russia’s national project ‘Data Economy and Digital Transformation of the State,’ ensuring that local institutions can rely on secure, well-supported technology.

Timeline and Broader Impact

Russia’s transition to domestic IT solutions has been underway for several years. In October 2023, the State Duma acquired 1,800 licenses for MyOffice and the Astra Linux operating system. Similar initiatives followed in the Ryazan and Kemerovo regions, where tens of thousands of MyOffice licenses were deployed across schools and administrative agencies.

A government decree signed by Prime Minister Mikhail Mishustin on November 16, 2023, mandates all state bodies and strategic enterprises to migrate to Russian-made software and IT equipment between September 2024 and January 2030. Despite steady progress—by early 2025, only 41 percent of regional government offices had adopted domestic operating systems—each successful regional case like Krasnodar’s contributes significantly to the nation’s technological transformation.
