Russia to Launch AI-Powered Regional Governance Standards

Russia is preparing to introduce national standards for regional governance based on its most successful AI projects, with the potential to export these technologies abroad.

Unified Solutions for Smarter Governance

Dmitry Grigorenko, Deputy Prime Minister and Chief of Staff of the Government of the Russian Federation, announced that the country’s best regional AI implementations will serve as the foundation for universal governance solutions. These templates are being developed under the national project 'Data Economy and Digital Transformation of Government' and will be distributed through the federal Digital Region platform.

This initiative is expected to boost demand for domestic IT products, drive technological standardization nationwide, and increase the efficiency of public services by eliminating redundancy and optimizing management. Citizens will benefit from faster, higher-quality services delivered across regional borders.

From Pilot Projects to Export Standards

The most effective regional technologies could become the backbone of a new export product aimed at CIS countries and global markets. Key to this effort is the establishment of the new State Center for Artificial Intelligence, which will handle certification and standardization, opening the door for broader international collaboration.

The government must create favorable conditions for AI to thrive in the private sector. That includes public support mechanisms as well as proactive engagement from businesses. Just as important is the feedback loop from citizens on the quality of public services. Every program must be linked to KPIs so we can evaluate the impact of AI across agencies and regions. Domestically, the Center will curate and coordinate best practices, bringing together regional authorities, federal agencies, and the private sector. It will also provide the necessary methodological and regulatory support to ensure smooth and consistent technology adoption.

AI Success Stories in Russian Regions

Several Russian regions are already showcasing the potential of AI in governance. In Belgorod Oblast, a system automatically processes citizen requests and monitors housing and utility services, while enabling real-time communication with management companies. In the Moscow Region, the 'AllNetworks' platform has slashed infrastructure document processing times from 12 months to just 14 days.

Meanwhile, Sakhalin Region is using an AI-powered drone assistant to detect illegal waste dumps across an area of more than 400 square kilometers. The assistant helps identify 2,000 to 3,000 sites annually, demonstrating the scalability of these regional technologies.

Security and Scalability First

A primary goal of the AI Development Center is to eliminate fragmented implementations and overlapping functions by providing a scalable and secure digital infrastructure. With the Digital Region platform, authorities can unify efforts, share successful models, and increase overall efficiency.

In the coming two years, more regions and sectors—including healthcare, transportation, and education—are expected to join the project. The government also plans to strengthen the legal framework necessary for scaling AI adoption nationwide. Ensuring the security of new technologies remains a top priority, especially as some of the resulting solutions could eventually enter international markets through the AI Center’s coordination.
