Nizhny Novgorod Region to Become a Hub for Digital Technology Exports to the East
Russia and India will open an AI center of expertise in Nizhny Novgorod Region. The agreement between the two countries is expected to create new jobs in the region while helping digital technologies developed in Russia adapt to international markets from the outset.
A Russian-Indian AI center of expertise is being established in Nizhny Novgorod Region. The agreement was signed at the INNOPROM. India 2026 international exhibition. The project partners are Nizhny Novgorod Region, Innopraktika's Russian-Indian Technology Hub, and RUSSOFT. The center is expected to support startups, localize Russian technologies for the Indian market, develop digital infrastructure, and organize knowledge-sharing between Russian and Indian professionals.
Today, Nizhny Novgorod is one of Russia's largest software development and IT workforce training hubs. Russia and India both view AI as a strategic area for developing the digital economy, while joint technology hubs can help build alternative technology chains outside traditional development centers. India has one of the world's largest IT services markets and a substantial talent pool, making the partnership potentially beneficial over the long term.
New Jobs and International Teams
The Russian-Indian center of expertise could become one of the tools for expanding exports of Russian AI technologies. Unlike traditional software exports, where companies have to find overseas customers on their own, centers like this can help them identify partners, account for local regulations, and meet foreign customers' requirements. In practice, Nizhny Novgorod will be building export infrastructure for Russian digital products. The IT sector is also expected to gain new jobs, primarily for AI, machine learning, data analytics, and cybersecurity professionals.
One promising area could be the export of technologies for industrial AI, cybersecurity, big data processing, and industrial digitalization. In India, Russian technologies could be particularly useful in specific niches, including industrial automation, analytics platforms, and systems for managing complex facilities. Training professionals, exchanging research expertise, and building joint development teams will also be important. That could lead not only to Russian technologies being sold abroad, but also to joint products designed for the markets of BRICS countries and other Global South nations.
From West to East
Russia has long placed a strong emphasis on international technology projects. Since 2022, a central goal in digital technology exports has been to create mechanisms that help IT companies enter foreign markets. In 2023, the focus shifted from working with European and U.S. customers toward building ties with countries in Asia and the Middle East. India has emerged as one of the key areas for technology cooperation.
In 2024, Nizhny Novgorod State University established an NTI Center of Expertise for Artificial Intelligence, focused on developing applied AI technologies and bringing them into real-world industries. The following year, Innopraktika opened a technology hub for Russian IT companies in New Delhi. Against that backdrop, creating a joint Russian-Indian center of expertise was only a matter of time.
The Region Gets Investment, India Gets Russian Technology
In the coming years, the new center of expertise will be used to promote Russian AI products in India, train professionals, and develop technologies for industry and the public sector. Nizhny Novgorod Region will gain new investment and a more direct path for exporting its expertise. The project's success will depend on whether Russian companies can adapt their technologies to the real needs of overseas customers. Over time, the Russian-Indian center could show how regional IT ecosystems can enter global competition for AI markets. If the project succeeds, it could expand the presence of Russian technologies across Asia and create new channels for international cooperation in the digital economy.
