A Digital Gateway for Agricultural Exports
Russian food producers can now prepare digital documentation for overseas shipments through a unified service.

The Federal Center for Assessment of Safety and Quality of Agricultural Products (TsOK APK) is continuing to digitize the inspection system for goods destined for export. Its North Caucasus branch has introduced a one-stop-shop system for exporting companies. As a result, some of the administrative burden has shifted away from market participants and onto the digital services operated by Rosselkhoznadzor, Russia's Federal Service for Veterinary and Phytosanitary Surveillance, and TsOK APK.
Exporters no longer need to assemble separate sets of documents, submit them to multiple agencies or track their progress through different inspection systems. The one-stop shop handles documentation at every stage of the process, from submitting an application to receiving an official assessment. “The modern service architecture allows exporters to submit a single consolidated set of documents and initiate all the required tests at the same time,” said Galina Bogachenko, head of the applications and document issuance department at the Novorossiysk branch of TsOK APK.

All Certificates in One Place
Market participants have responded positively to the system. “Previously, waiting for test results and the issuance of documents could take five or six days, and we had to collect paperwork from different locations across the city. Since the launch of the Odno Okno (One-Stop Shop) information system, the turnaround time has fallen to one day, or two at most. Document processing and logistics have become simpler, making our work considerably more convenient,” said Sergey Fedotov, a senior specialist in the export department at JSC Grain Terminal KSK. The new system therefore addresses a central challenge: helping Russian agricultural producers maintain the smooth flow of international trade in agricultural products.
Russia has been developing digital document-management systems for agricultural inspection agencies for several years, with initiatives covering different areas of oversight. One example is Argus-Phyto, a Federal State Information System that registers companies requiring phytosanitary certificates for agricultural products. All relevant data is stored in a centralized electronic database accessible to market participants. Russian agricultural businesses are now moving away from fragmented interactions with laboratories and regulatory agencies toward a centralized system for processing digital applications.

Supporting Russian Agricultural Exports
Digital documentation systems help exporters clear phytosanitary inspections at the border more quickly, making it easier to ship agricultural products abroad. This is particularly important as trade volumes grow. According to Russia's Federal Customs Service, the country exported $22.4 billion worth of food products and agricultural raw materials in January–June 2026, up 25.9% from the same period a year earlier. The one-stop-shop system is expected to be rolled out to other TsOK APK branches, further streamlining the processing of export shipments.
The next stage of development will involve integrating government information systems. In March 2026, Russia began pilot operations of the Unified Digital Platform for the Agro-Industrial and Fisheries Complex (ETsP APK). Adding the digital database of export applications and laboratory test results to the platform would make it possible to build a complete record of inspections and introduce automated tools to assess documents, identify errors and analyze how long each stage of the process takes. This, in turn, would enable more integrated services for agricultural exporters while improving the traceability of agricultural products throughout the supply chain – an important consideration in markets with stringent phytosanitary standards.

Clearly, digitizing export documentation will make life easier for agricultural producers. Ultimately, it could also help Russia expand its share of the international food market.
