Russia Launches Mobile App for Utility Payments

A new app lets residents manage utility bills, transmit meter readings, and pay directly from their smartphones.

Russia has launched a mobile application designed to simplify utility payments. The app, called 'Kommunalka: Utility Bill Payments,' is currently being tested in select areas of the Stavropol region.

Users can manage their personal accounts, view bills, make payments, and submit meter readings—all within the app. To access the app, users can scan a QR code printed on their paper bill. Account activation is completed through a verification code.

The initiative is part of Russia’s broader effort to digitize public utilities. Officials say digital tools and artificial intelligence are helping make the housing and utilities sector more user-friendly and efficient.
