Russia Launches AI System to Combat Collusion in Government Procurement

“Anticartel,” a real-time AI-driven system, now monitors 100 percent of public tenders in Russia to prevent market manipulation and save taxpayer money.

Russia has introduced a new AI-powered information system called “Anticartel,” designed to keep government procurement clean and competitive. The platform uses real-time data monitoring to detect anti-competitive collusion during bidding processes.

According to the Federal Antimonopoly Service (FAS), the system analyzes 100 percent of public tenders daily. It employs a risk-based approach and artificial intelligence algorithms to flag suspicious patterns that may indicate bid rigging or price manipulation.

What sets “Anticartel” apart is its ability to detect collusive behavior at early stages—something that was difficult to achieve even with earlier digital tools. Officials say the system is expected to significantly reduce corruption-related spending and ensure fair competition among vendors.

FAS is rapidly incorporating digital tools into public governance. One such recent advancement is the “TARIF” information platform, which digitizes regulatory reporting. It helps experts track how investment funds are spent in public utility services.
