AI Use Declared a New Core Skill for Russian Officials

Civil servants from across the country are being introduced to artificial intelligence tools as part of a nationwide training push.

Artificial Intelligence Week has opened in Moscow, with training sessions for government employees and an exhibition of AI solutions held at the Government House. Deputy Prime Minister Dmitry Grigorenko said the main goal is to familiarize officials with technological advances and teach them how to use neural networks. He added that AI tools are already being used within the government apparatus.

Focus on Core Issues

“The goal is to free staff from routine tasks, such as drafting reference documents, so they can focus on substantive issues. It is important to understand that artificial intelligence does not write draft laws or make government decisions. It does not replace humans or compete with them. AI is simply a tool and an assistant for civil servants. During AI Week, we are not only teaching officials how to use AI in their work, but also seeking to change their attitude toward the technology,” Grigorenko said, stressing that working with neural networks is becoming a new professional competency.

AI systems are currently being introduced into the government’s internal processes in pilot mode, including Alisa AI and Neyroyurist (Neuro-Lawyer) from Yandex, as well as GigaChat from Sber. In the near future, AI tools are expected to generate meeting minutes, classify documents by topic, prepare reference briefs from large volumes of material, and retrieve relevant information from knowledge bases.
