Digital Statistics Platform to Launch in Russia in 2027

Russia is set to launch a new government information system (GIS) that will make official statistics easier to access, faster to obtain and more convenient to use. Some of the technologies developed for the platform could also attract interest from other countries.

In 2027, Russia plans to launch the GIS Tsifrovaya analiticheskaya platforma predostavleniya statisticheskikh dannykh (Digital Analytical Platform for Statistical Data Provision), abbreviated as GIS DAP. The platform will unify the entire official statistics production cycle, including survey planning, data collection, information processing and validation, indicator generation, and publication of final statistical results. Some of its components are already in use by the country's statistical authorities. The new GIS will serve as a shared digital infrastructure for government agencies, official statistical organizations, reporting companies, and users of government data. The project is part of Russia's Strategy for the Development of the State Statistics System through 2030 and the Ekonomika dannykh i tsifrovaya transformatsiya gosudarstva (Data Economy and Digital Transformation of the State national project).

With the new GIS, demand for Russian digital technologies used in analytics and data security is expected to increase. Because the platform is built on the GosTekh government cloud platform, its rollout will also test whether complex government information processes can be migrated to a unified architecture through centralized deployment. If successful, official statistics should be published much faster, while users will be able to find the information they need more easily.

Automatic Statistics

After the system is fully deployed, it is expected to gradually consolidate Rosstat's statistical resources, data from the Unified Interdepartmental Information and Statistical System, and information from other federal government agencies. Over time, the platform will be able to generate some statistical indicators automatically, detect errors and anomalies, compare information from multiple sources, and shorten the time required to prepare official statistics.

The success of the new GIS will depend primarily on the quality of source data, interoperability among government information systems, the platform's operational resilience, and reliable data protection. Meanwhile, some of the technologies developed for the project could become attractive offerings for countries that are pursuing the digitalization of their national statistical systems.

The Foundation of the Entire System

Several years ago, Rosstat announced that individual components of the digital analytical platform had entered full-scale operational use. At that stage, however, it was not possible to deploy the entire platform, and the project was restructured into phased implementation. Since 2023, GIS DAP has been introduced gradually. It has been positioned as the digital foundation of Russia's state statistical system and as a single access point for official statistical data.

At the end of 2024, the Russian government approved the Strategy for the Development of the State Statistics System and Rosstat through 2030. The following year, the country adopted its first national data quality standard for official statistical reporting. That was followed by a pilot program to collect and process various datasets through GIS DAP on the GosTekh platform. The pilot has since been extended through the end of 2026.

Digitalization Continuously

The new GIS will support broader use of artificial intelligence and the automated generation of statistical indicators. In practice, 2027 is likely to mark the beginning of full-scale operation of the platform's complete core module set rather than the end of the overall digital transformation. Loading data into the platform, connecting additional government agencies, migrating information from existing systems, and expanding analytical services will continue well after the formal launch.

The primary outcome should be faster processing and publication of official statistics, along with less duplicative reporting for businesses. Ultimately, the key measure of success will not be the launch of DAP itself, but the availability of more timely, reliable, and easier-to-use statistical data for citizens, businesses, and government agencies.

DAP will become the most important milestone in the development of the statistical system. It will bring together every step of statistical production, from survey planning to the dissemination of final statistical data. The platform will allow both statistical authorities and reporting organizations, as well as information users, to operate within a single information environment
