Russia Introduces Digital System to Manage Construction Projects

The Republic of Bashkortostan has become the first region in Russia to fully deploy and launch a digital system for managing construction projects. The platform covers all stages of the process – design, construction, and commissioning of buildings and roads. As a result, workflows have become more transparent and projects are being completed faster.
State systems for urban planning and asset management have been merged in Bashkortostan into a single digital environment. The work of all construction participants is now coordinated through the platform, while document management has been fully moved to an electronic format.
Cutting Administrative Barriers
The platform is already operating across the entire republic. In 2025 alone, more than 16,000 construction permits were issued through the system. It is integrated with 12 federal and regional databases, eliminating data duplication.
The main effect of the rollout has been a sharp reduction in administrative barriers. All documents are now approved remotely, which significantly speeds up processes such as commissioning completed facilities.
Officials note that it was important not only to introduce a “smart” system but also to train specialists to work with it. Over the course of a year, dozens of training sessions were held in the region. In addition, users can always contact technical support to resolve emerging issues. In 2025, the support service processed about 1,300 user requests.
