AI Helps Shape Russia’s Budget

AI tools are starting to move into high-stakes areas of government. For now, neural networks play a supporting role, but even that role can materially influence the quality of decisions.

Artificial intelligence is beginning to play a role in one of the core processes of public administration. Russia’s finance minister, Anton Siluanov, said the Ministry of Finance already uses AI during budget preparation. In practice, the technology acts as a digital assistant, suggesting how to allocate existing resources more efficiently. Final decisions, he stressed, remain with domain specialists and government authorities.

These technologies allow the government to plan spending more precisely, reduce errors, and avoid delays in budget procedures. That benefit ultimately reaches citizens, from more predictable public services to more efficient use of public funds. At the same time, such tools strengthen the country’s digital independence – an increasingly important factor as AI becomes more common in managing public finances worldwide.

Getting Started

In the near term, AI in Russia is likely to become a full participant in the budget process. At the first stage, these systems help review applications, classify expenditures, align them with government program goals, and reduce manual workload. Over time, AI could support scenario modeling, assess how spending affects national project targets, and flag inefficient or duplicated costs. The Ministry of Finance already has the technical foundation for this shift, and policymakers have discussed deploying AI products across government by 2030.

As for export potential, Russia’s experience may attract countries building their own digital governance systems and aiming for technological self-reliance. Solutions developed in Russia appear robust and scalable in this context.

Global Context

In 2024, the Ministry of Finance and Sberbank announced the development of the first AI agent for public administration. Built on GigaChat, the system was designed to streamline the budget process and was planned for integration into the Elektronnyy byudzhet (Electronic Budget system). The following year, the parties signed an agreement to expand cooperation in AI. Around the same time, the Russian government began drafting a plan to introduce generative AI across public administration.

International organizations began exploring similar approaches during the same period. The Organisation for Economic Co-operation and Development published guidance on AI in government, noting that such tools can help automate services, improve decision-making, detect fraud, and enhance the performance of public servants. At the same time, the OECD emphasized the need for transparency, risk management, and strong data governance.

A New Class of GovTech Products

Statements from senior officials point to a clear shift: Russian AI solutions have reached a level of maturity where the government is ready to test them in high-stakes processes. For now, AI remains an assistant. Fully automated decision-making is unlikely in the near term due to the high level of responsibility involved. Risks remain significant. If AI begins to influence budget priorities, agencies will need explainable models, rigorous data auditing, and clear accountability boundaries – defining where machine recommendations end and human responsibility begins.

Even so, the domestic IT market stands to benefit. Projects like these drive demand for local language models, secure data-processing environments, AI agents, and decision-quality monitoring systems. In effect, a new class of government digital products is emerging. As use cases grow more complex, their quality is expected to improve.
