Tambov Residents Gain Real-Time Digital Oversight of Housing Repairs

Homeowners in Russia’s Tambov region can now monitor the progress of major repairs in their apartment buildings in real time through federal online platforms – GIS ZhKKh (State Information System for Housing and Utilities) and the mobile application Gosuslugi Dom (Public Services Home).

In the past, residents often learned that a capital repair project had started only after work crews arrived at their building. Information about the stages of the project or its completion timeline was rarely available. The situation has changed significantly. Because all organizations and contractors involved in repair work are connected to government digital platforms, any property owner can now access these data directly.

Residents have two main ways to do so. The first is the GIS ZhKKh web portal. After logging in through a Gosuslugi account, users can open the section dedicated to their building and select the “Capital Repair” tab. The portal provides detailed information on planned work – including facade restoration, roof repairs or elevator replacement – along with technical documentation, the current stage of the project and the planned start and completion dates.

The second tool is the Gosuslugi Dom mobile application. Within the app, the section “How Your Home Will Change” includes a dedicated category for capital repair projects, where homeowners can review the same up-to-date information about ongoing work.

Early adoption suggests the service is gaining traction. Around 59,000 residents of Tambov region already use the application to pay utility bills, submit meter readings and participate in online meetings with other homeowners.

From Repair Oversight to a Digital Housing Ecosystem

Access to capital-repair data is only one element of a broader digital transformation underway in Russia’s housing and utilities sector. Together, GIS ZhKKh and the Gosuslugi portal are evolving into a comprehensive digital ecosystem that streamlines how residents interact with property management companies and government agencies.

The system continues to expand. Since last year the Gosuslugi Dom application has extended full functionality not only to apartment owners in multi-unit buildings but also to private homeowners. A “guest access” feature simplifies household management tasks. Elderly residents can delegate payment of utility bills to relatives or trusted assistants, while tenants can handle service payments directly.

In the future these systems could integrate with both smart-home and smart-city platforms. The data generated through them may help property managers and public authorities plan repairs more accurately and allocate infrastructure resources more efficiently.

Five Years of Digitalization Reshape the Housing Sector

Digital services for residents of Tambov region became possible thanks to a broader nationwide strategy to digitize housing and utilities management in Russia. The federal platform GIS ZhKKh itself was launched in 2014 as a unified national system. Since then it has been continuously upgraded and has become mandatory for professional market participants, improving transparency across the sector.

Another milestone was the launch of the Gosuslugi Dom mobile application in 2023. The service debuted in five pilot regions – Belgorod, Kaluga, Omsk and Chelyabinsk regions as well as Khanty-Mansi Autonomous Okrug. Since then millions of users across Russia have joined the platform, making day-to-day housing management significantly easier.

A New Standard of Transparency for Residents

The introduction of online access to capital-repair data for residents of Tambov region marks more than just another step in digital modernization. It signals a shift in a sector historically seen as opaque. Housing infrastructure management is becoming more transparent and accountable to residents.

Homeowners gain confidence that funds allocated for major repairs are used on schedule and for their intended purpose. At the same time, government agencies receive a form of public audit that strengthens oversight of the housing and utilities sector.

Since GIS ZhKKh forms the foundation of the digital environment for the housing sector, utilities organizations are not simply ready for digital transformation. They are actively applying digital tools in everyday operations. Several factors confirm this.
