Digital Platform to Move Utility Debt Collection Online in Russia

Russia plans to introduce a unified digital platform that will move much of the process of collecting housing and utility debt online. The system is expected to launch nationwide by the end of 2027 and will coordinate the work of several government agencies, making the process faster, more transparent and easier for citizens to navigate.

A More Transparent Process

Russia is preparing to deploy a single digital system for collecting overdue housing and utility payments. Full implementation is expected by the end of 2027, although several pilot regions will begin testing the platform as early as 2026.

The initiative aims to shift a significant portion of the debt collection process into an online environment. This approach is expected to accelerate administrative procedures while reducing paperwork for both government agencies and citizens.

The platform will connect several existing government digital systems. The state housing and utilities information system GIS ZhKKh will continue to store data on utility charges and outstanding balances. Through the Gosuslugi government services portal, citizens will receive notifications about debts and court decisions. Meanwhile, the GAC Pravosudie judicial information system will enable judges to receive case materials and issue rulings electronically.

Expanding the Role of Gosuslugi

The project forms part of Russia’s broader effort to digitize public administration as the country develops its electronic government infrastructure. The Gosuslugi portal is gradually becoming the central platform through which residents interact with government institutions. The addition of new legal and administrative functions will further expand its role. As a result, demand for platform integration technologies is likely to increase. This could stimulate development across several areas of government technology infrastructure, including GIS platforms, electronic document management systems and data analytics tools designed to automate legal and administrative procedures.

The Russian government has approved an action plan that provides for the introduction of a digital platform based on GIS ZhKKh by 2028 to notify citizens online about outstanding utility payments and to prepare documents required for debt recovery. A separate federal law establishing the legal framework for this system is expected to be adopted before February 2028

Although the system is designed primarily for Russia’s domestic public administration framework and is unlikely to become an export product in its current form, some of the technologies involved could attract interest abroad. Digital tools that connect court systems with government platforms or deliver electronic notifications to citizens may be applicable in other countries, particularly within the Eurasian Economic Union and the Commonwealth of Independent States.

From Pilot Projects to a Unified Platform

Over the past five years, Russia’s judicial system has steadily introduced digital case filing, electronic court archives and automated case management tools. In 2022, a mobile service for homeowners called Gosuslugi.Dom was launched on the GIS ZhKKh platform, allowing residents to track charges, payments and the status of housing services. In 2025, Russia also launched a pilot project that sends citizens digital notifications about debts and possible court procedures through the Gosuslugi portal. The new platform will bring these capabilities together into a single system.

A unified electronic platform provides a modern and efficient format for coordination between government agencies and institutions. With better oversight of debt collection procedures, authorities expect the number of unpaid utility bills to decline. The system should also reduce delays in notifying citizens about debts and enforcement procedures, which often lead to additional penalties and legal costs.

The automation of legal procedures has clearly become a long-term trend in Russia’s public administration. Platforms such as Gosuslugi and GIS ZhKKh now serve as core infrastructure for interaction between citizens, businesses and government institutions. In the future, similar mechanisms could also be applied to other types of debt collection, including tax or administrative liabilities.
