A New Digital Platform for Pet Owners Launched in Moscow Region

The new platform consolidates all information about pets and enables users to manage veterinary documents and appointments online. It helps residents save time and simplifies access to essential veterinary services.

All Veterinary Records Now Online

Since July 4, pet owners in the Moscow region have had access to a new digital service via the regional portal “My APK.” The platform centralizes vaccination records, registration, and microchipping data, allowing users to issue veterinary contracts, transportation documents, and even register as certified specialists.

This initiative marks another step in integrating modern digital tools into regional governance. Residents can now more easily access veterinary services and schedule vaccinations for their pets. Streamlined planning, fast registration, and simplified transportation procedures save both time and hassle, significantly improving user experience.

In addition, the service is expected to improve animal health outcomes, reduce risks of infectious disease, and minimize the time spent on bureaucratic paperwork. It also encourages responsible pet ownership.

It’s fair to say that Russian users now enjoy the highest level of digital integration for their everyday needs. People appreciate that the entire world is conveniently ‘packaged into digital’ for them—whether it’s commercial services supported by strong domestic platforms and ecosystems, or access to public services

Outlook: Export Potential of the Veterinary Registry Platform

The successful implementation of this regional project offers a model that could be replicated in other parts of Russia and abroad. For instance, the platform could be adapted for use in CIS countries, where similar veterinary registries may be developed.

In Russia itself, further platform development is already under consideration. Potential upgrades include automated training modules for veterinary professionals, online appointment scheduling, and telemedicine. Growth in mobile vaccination clinics and a digital calendar for preventive procedures are also on the horizon.

The Platform as a Milestone in the Digitalization of Public Services

Russia's veterinary sector has made notable progress in digital transformation in recent years. Back in 2020, Moscow launched online services via the Mos.ru portal for scheduling appointments and microchipping pets. In 2022, tele-veterinary services emerged, including mobile teams and remote consultations.

By 2023, pet registration became available through the Gosuslugi portal in regions like Krasnodar and Tatarstan. A year later, the Moscow region initiated mobile vaccination campaigns—more than 1,700 animals were vaccinated in parks alone. In 2025, the EU launched unified registries aimed at creating digital pet passports.

Unlike these earlier developments, the new Moscow Region platform combines multiple features in a single interface—health monitoring, data collection, and document management.

What’s Next

The consolidation of several key service areas into a single interface marks a mature phase in the digital evolution of regional public services. This will enhance the quality and accessibility of services across the board.

The service is expected to scale to other Russian regions and continue evolving. Planned features include telemedicine, integration with federal databases, and mobile payment options.

Given the global trend toward digital tools in agriculture and veterinary care, the Moscow Region platform could become an attractive export product for foreign markets. Such services are likely to generate interest among both consumers and professionals.
