Russia Rolls Out Unified Digital Profile for Students and Young Professionals

The project aims to consolidate information on all achievements of Russians under the age of 35.

Russia has begun implementing a large-scale initiative to create a unified digital profile for young people. One of its first components is a digital student portfolio available via the national government services portal. The initiative is expected to significantly reshape how education, careers, and personal achievements of young Russians are recorded and managed.

A Digital “Personal File”

This year, Russia’s Ministry of Digital Development launched a digital student portfolio on the government services platform. The service brings together data on education, individual achievements, and career guidance. It allows users to obtain an electronically signed document confirming their enrollment, which can be used instead of a paper certificate issued by an educational institution. In effect, the portfolio functions as a digital “personal file” that consolidates an individual’s entire educational record – from school certificates and college diplomas to Unified State Exam results, academic competitions, volunteer activities, as well as skills and interests.

The digital portfolio is part of a broader initiative known as the Digital Profile of a Young Person. The project is designed to aggregate information on all achievements of Russians up to the age of 35. The service is also expected to be hosted on the government services portal.

The System Tracks Changes Automatically

A key feature of the project is automatic synchronization. If a user changes their place of study or employment, the profile is updated without any action on their part. The service also emphasizes personal data protection. All sensitive information remains stored within state information systems, while the platform itself only generates references to the relevant data.

In addition, the digital profile will offer personalized recommendations based on users’ interests and achievements.

The initiative addresses several needs of today’s younger generation. It simplifies access to development opportunities and, over time, is expected to function as a digital résumé. Employers will be able to view a clear professional profile of a candidate, while job seekers will no longer need to recall dates of past projects or manually collect paper certificates confirming their achievements.

The rollout of this service marks an important step in the digital transformation of education and the labor market in Russia. For the global community, the project may serve as a notable example of how education, careers, and public services can be integrated into a single digital environment
