New AI Development Body Established in Russia

The Russian government has created a subcommission responsible for the development and deployment of artificial intelligence technologies. Deputy Prime Minister – Chief of Staff of the Government of the Russian Federation Dmitry Grigorenko has been appointed to lead the new body.

Expanding Digital Services to Improve Government Services

The subcommission’s core responsibilities include coordinating national AI policy, accelerating adoption across the economy and public administration, resolving interagency issues related to technology development, and overseeing implementation of national programs and projects focused on artificial intelligence.

The new coordination mechanism is expected to accelerate the rollout of AI-based digital services. In turn, this will make the delivery of government services more efficient for citizens and businesses. Existing AI tools already used in sectors such as transportation, healthcare, and urban infrastructure will be expanded and improved. The launch of new Russian AI projects will also help the country transition more quickly toward a data-driven economy while strengthening both technological sovereignty and its position in the global AI market.

Russian Technologies Enter Global Markets

With the establishment of the specialized subcommission, government AI platforms and decision-support systems are expected to move into deployment faster. Russia is currently building its own technology infrastructure – including data centers, machine learning platforms, and large-scale datasets. Government oversight is intended to support the development of AI systems capable of competing with international counterparts in global markets.

Russian AI technologies are already used in multiple sectors, including fintech, security systems, video surveillance, and industrial analytics. The most competitive solutions are now being prepared for export to markets across the CIS, the Middle East, Asia, and Africa.

Investments Reset the AI Governance System

Russia is implementing a national artificial intelligence development strategy through 2030 designed to integrate AI across the economy and public administration. The creation of the new subcommission represents another step in that strategy and effectively resets the governance structure overseeing AI development.

In recent years, Russia has significantly increased investment in artificial intelligence as part of national digital economy programs. These investments allow the country to remain a major player in the global race for AI technologies. Similar government coordination mechanisms are also being established in other regions, including the United States, China, and the European Union.

Russian Startups Power a New Data Economy

The creation of the new subcommission signals a shift from isolated initiatives to centralized coordination of national AI policy. Russia is developing a structured AI ecosystem that integrates government platforms, corporate technologies, and academic research. Artificial intelligence has already become a core technology of the digital economy and is now being adopted across nearly every industry.

In the coming years, large-scale government AI systems designed for advanced data analysis are expected to emerge. The number of Russian startups applying artificial intelligence technologies will grow, and exports of Russian digital solutions are projected to expand. A centralized governance framework for the technology could become a decisive factor in success within the global economy of the twenty-first century.

Artificial intelligence is a rapidly evolving technology. Its deployment requires operational coordination and timely decision-making. The government-level subcommission assumes this responsibility. We are breaking down established national goals into specific plans and actions. In particular, we are working with federal ministries and agencies to address practical issues such as defining target indicators for AI adoption, developing support measures for the industry, expanding data center infrastructure, and ensuring that developers have access to the data they need.
