Russian Authorities Approve Terms for 5G Rollout

Operators can use frequencies already allocated to LTE to deploy the new networks.

Russia’s State Commission for Radio Frequencies has approved the use of existing LTE frequencies by the country’s four major mobile operators to deploy fifth-generation networks. Each operator will receive 90 MHz in the 4.63–4.99 GHz band without an auction. The move is expected to allow telecom companies to roll out new networks quickly and introduce new digital services.

The Ministry of Digital Development also said operators will be allowed to use equipment installed on their networks before September 1, 2026. Starting in 2027, operators are expected to gradually switch to domestically produced base stations, with the transition scheduled to be completed by the end of 2031.

“Fifth-generation networks operating under the technology-neutrality principle should appear in cities with populations of more than 1 million as soon as possible. In the 4.63–4.99 GHz band, 5G will be launched in the most popular locations in Russia’s million-plus cities by the end of 2028. Coverage will then expand in stages over the following three years,” the Russian Ministry of Digital Development’s press service said.
