AI to Monitor Public Construction Projects

New oversight technologies are expected to help Russia complete publicly funded construction projects faster while reducing budget waste.

AI tools are becoming part of how the Russian government oversees federally funded construction projects. The Federal Treasury has rolled out artificial intelligence services to analyze risks at capital construction sites financed through the federal budget.

AI to Flag Problems Before Delays Escalate

The system relies on the Russian-developed QMonitoring platform. It analyzes video streams from construction sites, tracks the activity of workers and heavy equipment, identifies potential emergencies and highlights projects that may be moving into higher-risk territory.

According to the developer, the platform can reduce spending on construction oversight while also cutting downtime for equipment and personnel. In practice, that could help social and infrastructure facilities stay on schedule. The effect is especially important for Russia’s national projects, where deadlines and transparency are closely tied to the quality of public administration.

Analytics to Be Integrated With Construction Timelines

AI video analytics can also be integrated with project scheduling systems, financing data, contractor reporting and digital information models for construction sites. Combined with structured digital datasets, monitoring is expected to become far more effective. Meanwhile, Russia has spent the past several years developing the regulatory framework needed to support these changes.

Russian-developed systems of this kind could also find demand in foreign markets, including CIS countries and other states pursuing large state-backed infrastructure projects. Still, developers first need to demonstrate strong performance on Russian construction sites. Export expansion will also require a clear economic model and the ability to adapt the technology to local regulatory requirements.

From the First Registry to a Full Construction Data Platform

Preparation for large-scale AI deployment in the construction sector has been underway for several years. In 2024, DOM.RF introduced the country’s first registry of Russian AI solutions for construction, developed with the support of an expert AI group under Russia’s Ministry of Construction. That same year, DOM.RF and the Samolet Group announced the creation of an industry AI club focused on construction and real estate technologies. The initiative was designed to help companies exchange practical experience and expand the use of AI tools across the sector.

The monitoring system quickly attracted interest from both major industry players and federal institutions. Polyplastic Group acquired a 25% stake in the QMonitoring video analytics service. In parallel, Russian government decree No. 614 established rules governing the creation and maintenance of digital information models for capital construction projects. Interest in AI-driven construction tools continued to grow afterward. One of the most significant developments over the past year was the launch of DOM.RF’s construction data platform, which is intended to accelerate the adoption of AI across industry workflows.

AI to Oversee Social Infrastructure Construction

AI in the public sector is now being used to solve practical government management tasks. That, in turn, highlights the growing maturity of Russian AI technologies. Over the next several years, systems of this kind are likely to expand into social infrastructure projects, regional construction programs and other large developments financed by the state. The most promising direction, as noted earlier, is the integration of video analytics with broader digital datasets. Demand continues to rise for integrated digital platforms that eliminate manual data transfers, while the market is steadily introducing more effective tools for those tasks.
