Russia Digitizes 200-Year Archive of Land Management Records

RosKadastr says it is accelerating its shift to digital systems and artificial intelligence.

Russia has completed the digitization of the State Data Fund generated through land management activities, officials said during a meeting between Deputy Prime Minister Marat Khusnullin and RosKadastr executives. In total, 13.9 million archival items were converted into digital form, covering two centuries of land surveying history in Russia, including master land-use plans, maps, схемы, survey materials, and land assessments. Access times for materials from the archive have now been reduced to one day. Specialists have also digitized 178 million registry files, and the effort is ongoing.

All Operations Go Digital

CEO Tatyana Gromova said RosKadastr aims to strengthen its position as a technology leader in spatial data management.

“To achieve this, we are focusing on digitalization, the adoption of artificial intelligence, and the optimization of production and business processes,” she said.

Since 2026, core operations—including updates to the Unified State Register of Real Estate, bringing unused land into circulation, and assessing cadastral value—have been conducted through Edinaya Tsifrovaya Platforma NDSP (Unified Digital Platform NDSP).
