Russia Introduces Digital Oversight for Construction of Waste Recycling Plants

Starting September 1, 2025, every stage of building waste recycling facilities in Russia must be logged in a nationwide online system, ensuring transparency and accountability in the sector.

A new regulation by the Russian Ministry of Natural Resources mandates that all market participants enter data into the Federal State Information System for Solid Waste Management. Previously, updates on construction and reconstruction of waste facilities often arrived late and incomplete, hampering effective monitoring and oversight.

Now the process will be tracked in real time. Operators, regional authorities, and contractors are required to document every step of constructing waste recycling plants—from site selection and geological surveys to final commissioning. The system records geodata, technical documents, project files, and compliance certificates. The change is aimed at improving transparency across the solid waste management industry.

Online oversight is expected to ensure timely commissioning of recycling facilities and reduce environmental risks.
