The collaboration will focus on four key areas: predictive analysis of natural hazards, the digital modernization of emergency response services, expert consulting that includes the development of regional vulnerability assessments, and workforce development. The partners will establish joint working groups and hold regular consultations to exchange up-to-date data.

“This is an important step toward integrating fundamental research with the practical challenges facing Russia's Ministry of Emergency Situations,” said Irina Oltyan, scientific secretary of the All-Russian Research Institute for Civil Defense and Emergency Situations.

Tatyana Aniskina, director of the Geodata Center at HSE University's Faculty of Geography, called the partnership a great honor for the university and said it would provide an opportunity to validate research in real-world applications while improving the safety of people and communities.
