Digital Inspector Monitors Property Management Companies in Arkhangelsk
The AI-powered system recorded 38 violations by property management firms in February 2026 alone.

In Arkhangelsk, the Tsifrovoy inspektor (Digital Inspector) system is helping authorities monitor the work of property management companies. The hardware and software platform was launched in 2025 to improve the efficiency of urban governance, and the project has already delivered results, the regional government’s press service told IT Russia.
According to the Arkhangelsk city administration’s municipal control department, AI monitoring generated 38 administrative cases in February 2026 alone, with fines totaling more than 1.6 million rubles (about $19,000). Most penalties were issued for failing to remove icicles and ice from rooftops, as well as for snow piles left on sidewalks and near driveways.
No Sneaking Trash Past the Cameras
Earlier we reported that in Moscow, 220 road cameras operated by Tsentr organizatsii dorozhnogo dvizheniya (Traffic Management Center) detect violations related to the illegal transport of construction waste. AI-equipped cameras identify trucks and analyze the contents of their cargo beds. If the system determines that construction debris is present, it automatically launches a check in the city’s waste-control system AIS OSSIG. The system was created specifically to track waste transport and verify the legality of disposal. If a truck is not registered in the system, the camera records a violation. The alert is sent to the city’s Department of Natural Resource Management, where officials decide whether to impose a fine.
