More Than 500 Integrated Service Scenarios Are Now Available on Russia’s Gosuslugi Portal
In 2025, the country’s main digital public services platform added several new services.

A total of 70 federal and 425 regional integrated service scenarios are now available on Russia’s Gosuslugi public services portal. Known in Russian as Zhiznennye Situatsii (“life situations”), they bundle multiple related government services into a single digital workflow — for example, applying to university, registering the birth of a child, or even managing pet-related paperwork.
The update was announced by the Russian government. According to Deputy Prime Minister Dmitry Grigorenko, all integrated service scenarios that had previously been planned were rolled out in 2025. Among the most in-demand are Claiming a Tax Deduction and Protection From Cyber Fraud.
Government officials stressed that these integrated service scenarios represent a new stage in the development of the Gosuslugi platform. Each scenario can combine up to 17 individual services into a single process.
Proactive Format
Almost 10 million people used the Applying to University scenario in 2025. Nearly 4.5 million citizens claimed tax deductions via Gosuslugi. More than 3 million Russians turned to the Protection From Fraud scenario, while Retirement services attracted close to 2 million users.
In 2026, the government plans to further develop a proactive model for public services, under which services will be provided automatically when a specific life situation occurs.
