Russia Builds National Energy Forecasting System Based on Digital Modeling

A new platform will unify energy data across regions, enabling more precise planning, investment, and regulation in Russia’s fuel and energy sector.

Russia is developing a centralized digital platform to manage and forecast national fuel and energy balances. The initiative, announced by Alexey Kulapin, Director General of the Russian Energy Agency (REA) under the Ministry of Energy, aims to serve as a control hub for the entire energy sector.

The system is being built in collaboration with a tech company called Digital Twin. It will not only analyze the current state of Russia’s fuel and energy complex but also model future developments, factoring in regional specifics. According to company CEO Sergey Gumerov, the platform has already been validated using data from Russian regions.

Among the system’s core capabilities are demand forecasting, tariff impact assessments, investment optimization in the energy sector, and integration with municipal utilities platforms. Kulapin has proposed launching the system on REA’s infrastructure and testing it across several Russian regions.
