Russia Expands Nationwide Rollout of Smart Utility Meters

The country is building a full-scale digital ecosystem for its housing and utilities sector.

Russia is accelerating the installation of smart metering systems across the utilities sector. These intelligent devices automatically transmit usage data, reducing billing errors and improving transparency. The initiative is part of a broader effort to digitize and modernize communal infrastructure nationwide.

A key feature of the Russian approach is the creation of an integrated digital ecosystem. In the Chuvash Republic alone, more than 26,000 smart meters have already been installed. Beyond transmitting readings, the devices also monitor energy quality and allow for remote resource management.

Toward Mandatory Smart Meters

Lawmakers in the State Duma have proposed making smart meters mandatory for apartment buildings. The move would eliminate human error in billing and give residents direct access to real-time consumption data.

“Today, large-scale government initiatives are being developed to make smart meters mandatory in multi-apartment buildings,” said Irina Yakimenko, analyst at TMT Consulting. “Once they are finalized and implemented, this market will grow at a tremendous pace in Russia.”

Experts say the creation of a unified national smart-utilities platform not only strengthens domestic infrastructure but also opens export opportunities for Russian IT companies developing urban management technologies.
