Agile Dynamics and ETI set twelve-month programme on cuban biotech capital and sovereign spanish AI

Agile Dynamics and Empresa de Tecnologías de la Información (ETI), BioCubaFarma’s IT company, signed an MoU to prepare two initiatives: AgileBio Tech, a proposed tokenised incubator for Cuban biopharmaceutical IP, and Sovereign Spanish AI, a governed Spanish-language layer above frontier models, with healthcare as the anchor sector and Cuba as the anchor market.
The memorandum was signed in Havana by Paul Lalovich, Ph.D., Managing Partner of Agile Dynamics, and Raúl de la Nuez Morales, General Director of ETI. It set a shared twelve-month work programme. Commercial terms, the vehicle and any listing jurisdiction remain subject to definitive agreements and written approval by both parties.
On the margins of the II Global Digital Forum in Moscow (8–10 October 2026), Lalovich met Pablo Julio Pla Feria, Vice Minister of Communications of Cuba. The meeting covered sovereign AI, in-perimeter deployment and cooperation beyond the ETI memorandum. The Forum, held at the Mechta complex in Gorky Park as part of Digital Solutions, brought together ministries, national AI centres and technology firms from more than 100 countries.
“We came to Moscow to invite, not to announce,” said Lalovich. “These two initiatives only work if they are multilateral. The scarce resource is not technology. It is context, trust and governance. A sovereign core that cannot be outsourced has to be surrounded by partners who each bring a defined contribution: capital, engineering or legitimacy.”
AgileBio Tech is conceived as a digital-asset treasury paired with a portfolio of Cuban biopharmaceutical IP, plus an FDI-as-a-Service model allowing a ministry, fund or research institute to allocate to a defined science portfolio with listed-instrument disclosure. The first proposed listing is Cuban biotech IP. The listing jurisdiction is under joint review and has not been chosen. ETI will lead in-country coordination and the domestic approval file. Agile Dynamics will lead programme architecture, tokenisation, capital-markets structuring and partner development. IP remains with its current owners until any contribution is agreed in a definitive contract.
The parties will appoint a two-person steering committee, meet at least monthly and keep a shared workplan. Each bears its own costs. The memorandum creates no financial obligation.
The Moscow conversation continued a line Lalovich set out in an interview with IT Russia ahead of the Forum: open the initiatives to partners, and treat sovereignty and openness as compatible rather than opposed.
