Bouabdallah Djallal: Memorandum Signing Marks an Important Step Toward Developing a Digital Sovereignty Index
More than 1,000 IT industry representatives from 120 countries gathered at the Mechta venue in Moscow’s Gorky Park for the 2nd Global Digital Forum, held October 8–10. Participants shared experience, discussed the development of digital technologies, and signed cooperation agreements.

One such document was a memorandum of understanding signed by Russian and Algerian companies. Bouabdallah Djallal, a representative of two Algerian companies, spoke to the IT Russia media platform about the agreement.
– I represent two companies. One works with digital data and neural networks, while the other focuses exclusively on artificial intelligence, including AI development.
This is my second time attending the Global Digital Forum. Last year, it was held in Nizhny Novgorod, and this year it is in Moscow. I really like how everything is organized. The sessions I attended were interesting, and the topics were timely and attracted a great deal of interest. We live in a multipolar world, and different countries may have different views on how the digital world works. The forum gave us an opportunity to exchange views and present our positions openly. I’m very pleased with how everything is going.
Today is a particularly important day for us: we signed a memorandum with a Russian organization that provides for our participation in what is known as the Digital Sovereignty Index. This is an important step that will help improve data processing accuracy and data verification.
Over the three days of the forum, we discussed the methodology for calculating the Digital Sovereignty Index, including which indicators to use and the principles for evaluating them. I hope we will be able to apply this methodology in our own work soon, and that our activities will be taken into account when the index is calculated.
I expect that in about a year, we will be able to compare the indicators included in the index and see where different countries and companies rank.
