Elena Litovchenko: Our Team Can Deploy a Full-Fledged “Digital Ark” in Any Country

On October 9, during the panel discussion “National Code Without Borders: Exporting Art, Technology and Media,” held on the sidelines of the 2nd Global Digital Forum in Moscow, experts discussed why every country needs its own cultural code.

A country’s cultural code not only helps its national products stand out in international markets but also plays a vital role in preserving the identity of its people. In an era dominated by neural networks trained on Western content or, more broadly, on the chaotic mess of material available online, that identity is gradually being eroded..

Elena Litovchenko, deputy general director of the Ruwiki Internet Encyclopedia (Russia), a partner of the 2nd Global Digital Forum, highlighted this dangerous trend. Without its own verified digital knowledge base, a country’s cultural codes risk being wiped out by neural networks and, before long, dissolving into the global virtual space.

– Imagine this: You wake up early in the morning, pour yourself a cup of coffee, go online and realize there is nothing there in your native language. All that remains is some kind of universal language that knows nothing about your history, doesn’t understand your humor and has no grasp of your context. It sounds frightening. But this is exactly what neural networks are doing right now. Every AI system is trained on whatever is available online. And if a country or a people has no digital knowledge base of its own, it risks being literally erased from the digital landscape,” the expert warns.

Russia’s answer to this challenge is the Digital Ark (Tsifrovoy Kovcheg) project. Developed by Ruwiki, this export-ready solution enables countries to build their own national digital encyclopedias on a turnkey basis. It allows each nation to preserve its language and history for future generations rather than entrust its collective memory and cultural identity to foreign IT monopolies. The product is scheduled to launch on the market in 2027.
