Hossameldin Allam: We Must Establish a Legal Framework for the Use of Artificial Intelligence
The 2nd Global Digital Forum is taking place in Moscow, with human rights in the age of algorithms among its key topics.
Participants are discussing the responsible development of artificial intelligence and digital inequality. The organizers have arranged plenary sessions and panel discussions for experts on creating a fair digital world order. At the forum, Hossameldin Allam, Counsellor and Civil Prosecutor at the Egyptian State Lawsuits Authority, spoke to the IT Russia media platform about his participation in the event.
– This is my second visit to Russia. I first came last year for the Global Digital Forum in Nizhny Novgorod. I’m glad to be back in Russia, and in Moscow this time.
I believe this forum is extremely important, and the time and place chosen for it are particularly appropriate. Moscow has brought together participants with diverse backgrounds and professional expertise from a wide range of fields, including IT and law. This is especially important to me because I work both as a judge and as a university lecturer.
In my view, the forum serves an important purpose: bringing the international community together to discuss issues and challenges related to artificial intelligence and technological development. We can also see cooperation between the Russian Federation and the Arab Republic of Egypt growing stronger.
A forum like this is essential for exchanging views, including on legal regulation. The remarks by a representative of Roskomnadzor at yesterday’s plenary session particularly stood out to me. He presented clear statistics that help us better understand current realities and assess the need to develop common rules for the media.
The forum also provides an opportunity to discuss other pressing issues related to modern technology, the environment and artificial intelligence. I believe this kind of exchange is both important and timely.
I greatly appreciate the work of the forum’s organizing committee. As a representative of the judicial system and the academic community, I have a particular interest in AI regulation. We need to work together to establish a robust and legitimate legal framework that sets out the rules for using AI across different fields, especially in the legal profession and the judicial system.
Countries around the world are now looking for ways to make artificial intelligence useful and accessible, allowing people to benefit from its capabilities without compromising their rights. This issue is also very important for Egypt. We are currently working on developing a law, or possibly a comprehensive set of regulations, governing the use of artificial intelligence. Russia’s experience and cooperation with our Russian partners are important to us in this process.
