Istra Uses Sensor Network to Monitor Water Supply

The sensors help resolve problems as quickly as possible.

Istra is one of the first pilot sites in the Moscow Region to take part in a project to digitally transform housing and utilities services by integrating telemetry sensors into a unified system called ZhKKh-Kontur (Housing and Utilities Monitoring System). According to experts, the technology helps identify and resolve problems before residents notice them.

Sensors and controllers have been installed at 54 water intake facilities across the municipal district. The equipment sends real-time data to a monitoring center on a wide range of parameters, including water levels in storage tanks, pressure and flow rates in pipelines, pumping equipment status, and power supply voltage. The system checks the readings against established standards and sends an alert when it detects an anomaly. This allows crews to address problems immediately, rather than waiting until residents lose water or experience a drop in water pressure.

The technology is expected to be rolled out across all municipalities in the Moscow Region in the near future.

“We have already connected 100% of the sensors in six municipalities to the system. Thanks to this integration, the regional Housing and Utilities Center now receives real-time alerts from facilities. On-duty operators log any deviations from normal operating parameters on an online dashboard and, when necessary, dispatch crews to fix the problem before residents are affected. This is the beginning of a major, coordinated effort. We expect to connect all sensors at the region’s water intake facilities to the system by the end of 2027,” said Kirill Grigoryev, Moscow Region minister of housing and utilities.
