Russia Is to Standardize How Federal Government Information Systems Are Created

The Russian government is preparing new rules that will define how documents for federal government information systems must be drafted.

Mintsifry (Russia’s Ministry of Digital Development, Communications and Mass Media) has drafted a government resolution outlining requirements for official acts that establish federal government information systems. The document has already been published for public discussion on the regulation.gov.ru portal.

At present, each government agency launches digital systems using its own procedures. As a result, the documents used to establish those systems differ in structure and content. The proposed rules introduce a unified format for preparing them. Mintsifry said the standard is intended to bring greater order to the creation of state IT platforms.

“Currently, every federal authority relies on its own approach when creating an information system. The proposal introduces a unified standard,” the ministry said.

New Rules for Digital Infrastructure

The draft resolution was prepared as part of implementing provisions of a law aimed at systematizing government information systems. Amendments were previously introduced to the federal law “On Information, Information Technologies, and Information Protection.”

The new rules formally divide government information systems into federal and regional categories. Authorities aim to create a clearer structure for cataloging digital platforms and a more transparent mechanism for monitoring budget spending on government IT projects.

Officials expect the unified requirements will make it easier to classify systems according to legal criteria and reduce the number of inquiries sent to Mintsifry about their official status.

Unified Architecture

Official acts establishing federal GIS (government information systems) will include mandatory sections. These sections will describe the purpose of the system, its architecture, its functions, and the participants involved.

The documents will also define the authority of participants and outline rules for interaction with other government information systems.

For regional authorities, the new requirements will initially be advisory rather than mandatory. The resolution is scheduled to take effect on September 1, 2026.

The State Is Building a Unified Digital Platform

The move to standardize the creation of GIS is tied to the broader effort to build a unified architecture for government data. Authorities plan to consolidate information systems around several large digital platforms. These include the state automated system Upravleniye (government management platform) and the Elektronnyy byudzhet (Electronic Budget platform).

In the new model, a central role is assigned to the Gostekh (government technology platform). It serves as an environment for developing government services and provides developers with ready-made technological frameworks.

Project coordination will be handled by Mintsifry and the Tsentr ekspertizy i koordinatsii informatizatsii (Center for Expertise and Coordination of Informatization). Technical implementation will be carried out by the affiliated Gostekh structure.
