Russian Law Set to Protect Domestic Manufacturers on Marketplaces

The Russian government continues to develop a regulatory framework for online marketplaces. Prime Minister Mikhail Mishustin has instructed the Ministry of Economic Development, the Ministry of Industry and Trade, the Ministry of Labor, the Ministry of Digital Development, regulatory agencies, and industry representatives to prepare additional proposals. Among the tasks is drafting rules that would protect the rights of Russian manufacturers, regulate how platforms sell and deliver goods, and ensure the protection of users’ personal data. Another priority is to maintain healthy competition between marketplaces.

Protecting Interests of Participants

By July 1, the ministries must collect feedback from all market participants and gather their views on what the new rules should look like. By September 1, the government plans to review best practices in platform regulation, including international examples. Mishustin emphasized that in such a rapidly growing market, the interests of both consumers and suppliers of goods and services must be protected. Over the past several years, the volume of e-commerce in Russia has increased sixfold.
