Novosibirsk Online Portal Adds AI Assistant Developed by Novosibirsk State University
An AI assistant developed by Novosibirsk State University using the SIGMA platform has gone live on the Novosibirsk Online portal.
The chatbot helps residents access municipal services, including through the Gosuslugi public services portal, and provides answers based exclusively on 38 official regulations.
The assistant, currently operating under the working name “robot-assistant-383,” is hosted on the portal, which was rebranded as Novosibirsk Online in late October. The bot is intended to reduce the workload of district administrations and help residents find the information and service links they need more quickly. It does not access the internet or add information from outside sources.
Another tool built on the SIGMA platform, SIGMA Regulations, has been developed for the city administration’s technical support staff. It searches documentation for answers and, according to its developers, cuts search time by at least half.
The city administration and Novosibirsk State University began exploring joint projects after the Technoprom forum in August 2025. They signed a cooperation agreement in April 2026.
