Digital Twin of Government: Russian Accounts Chamber Builds the Agency's Architecture Model

The Accounts Chamber of the Russian Federation has created a unified enterprise architecture repository on the Russian-developed SILA Union platform, bringing together business processes, organizational structure, IT systems, data, integration links, and associated risks within a single digital model.

The system is designed to serve as a digital representation of the agency, giving executives a comprehensive view of how the organization operates and how well its IT infrastructure aligns with operational processes. Management decisions will now be supported by an integrated digital model that connects processes, data, and information systems.

A New Level of Governance

The unified enterprise architecture repository is an internal tool, so its most immediate impact will be felt by the agency's employees. At the same time, the project represents an important milestone for Russia's IT sector. A federal government agency has deployed a domestically developed enterprise management platform, underscoring the maturity, security, and capability of Russian software.

Over time, the repository can be expanded to include additional business processes, performance indicators, regulatory documents, resource information, and risk data. That would allow the unified model to support not only operational documentation but also change planning, assessment of operational decisions, and oversight of digital transformation initiatives. A subsequent phase could introduce AI agents capable of identifying inconsistencies, preparing executive briefings, analyzing the impact of proposed changes, and detecting potential risks.

The experience could also be replicated across other federal and regional government agencies. Beyond Russia, the export opportunity lies primarily with the SILA Union platform itself, which could become an attractive solution for countries within the CIS and the Eurasian Economic Union after adaptation to local regulatory requirements. International cooperation among supreme audit institutions also offers another channel for promoting Russian digital solutions, as the Accounts Chamber participates in professional exchanges on government digitalization.

Aligning Business and IT

The Accounts Chamber had already begun using SILA Union to document and publish internal processes. In 2022, it launched its internal process portal. By 2024, the agency had entered a broader phase of digital transformation focused on improving audit efficiency, expanding data-driven operations, and modernizing internal workflows.

In early 2025, the Accounts Chamber approved a new development strategy identifying six key areas of internal transformation. At the same time, Russian government organizations and major enterprises have been accelerating adoption of domestic platforms for process management, data management, and internal communications. The Russian enterprise management software market continued to expand throughout 2025, driven by import substitution, digital transformation, and the need to integrate multiple applications with electronic document management systems. The Accounts Chamber's initiative, however, goes beyond conventional process automation by integrating business architecture with enterprise IT architecture.

The Real Value Lies Beyond Documentation

The project's primary value lies in bringing together business processes, data, IT systems, and regulatory rules within a single environment. Over the next several years, the repository is likely to expand into additional operational areas. Most internal regulations are expected to be converted into digital models, while the platform itself will be integrated with other agency information systems. AI will support process analysis and preparation of management recommendations.

The greatest risk is that the models become a formal documentation exercise without continuous updates or effective data quality governance. If the repository remains current and is actively used to support decision-making, the project could become one of Russia's leading examples of comprehensive digital government transformation.

Any successful AI initiative should begin not with selecting a technology but with designing the enterprise architecture and creating a digital twin of the organization. That makes it possible to identify every blind spot, accurately assess costs and risks, and only then design the transformation itself
