Digital Systems Take the Lead in Governance
For over 15 years, Russia has been developing monitoring and KPI systems that help evaluate the performance of government agencies. These tools have evolved into powerful platforms that not only store and process vast amounts of information but also streamline document workflows, train public servants, and secure sensitive data.
A flagship solution is the State Automated System 'Governance' (GAS 'Upravlenie'), which aggregates data from national programs and projects, generates dashboard analytics, and supports executive decision-making. The platform has been adopted by both federal and regional authorities, and today serves over 137,000 users across Russia.
Originally launched in 2011 for monitoring regional socio-economic development, the system was expanded in 2018 to support national projects. By 2019, it was fully localized with domestic software. GAS 'Upravlenie' now features over 80 thematic modules and uses AI to forecast risks. It automatically alerts officials to delays and offers over 60 risk scenarios to guide proactive governance.

Unique Monitoring Algorithms Driving Efficiency
Russian tech firms are now providing AI-driven tools that proactively detect risks and optimize digital public services. One such company, Wellink, has created synthetic monitoring systems that assess everything from website uptime to application responsiveness.
Their wiSLA platform monitors primary and backup IP VPN channels, measuring service readiness, bandwidth, packet loss, and downtime. Its reports are recognized by telecom operators and accepted in court—an important development for public agencies managing critical infrastructure.

The same platform is also used by the Ministry of Economic Development to measure citizen satisfaction with public services. It tracks VPN service quality, internal process efficiency, and digital service delivery performance across national and local governments.
