Kaliningrad Region Launches Digital Waste Collection Monitoring System

The Kaliningrad Region is introducing digital standards for monitoring the management of municipal solid waste.

Waste collection operators are now using the federal FGIS LK system, with mandatory photographs of collection sites taken before and after waste is removed. The region has also introduced its own software platform, Soyuz-317, which is available to municipal administrations and property management companies.

"This has allowed us to solve a long-standing coordination problem: waste collection schedules are now synchronized with the cleaning schedules for collection sites carried out by maintenance staff from property management companies. This helps municipal services keep the areas around waste collection sites clean immediately after waste has been removed," said Oksana Astakhova, the Kaliningrad Region's minister of natural resources and ecology.

A chatbot has also been launched for residents and integrated into more than 6,000 residential building chat groups, allowing reports of missed waste collection to be submitted promptly. Since May 2025, more than 500 residents' reports have been reviewed. Around 750 million rubles have been allocated from the regional budget to upgrade waste collection sites through 2028.
