On Speed and Usability First: Glavgosekspertiza Launches Nearly 10 Online Services
Glavgosekspertiza Rossii (Russia’s Main Directorate for State Expertise), the agency responsible for reviewing and approving project documentation, has introduced around 10 online services designed for project owners and developers.

As Vadim Andropov, First Deputy Head of the agency, said at the Digital Beacon: Data-Driven Management forum, these updates are expected to make working with the organization faster and more straightforward.
Among the new tools is a customer dashboard that allows users to see expert comments on specific projects, along with associated timelines. Real-time tracking provides a clearer picture of review progress and makes the process more transparent and easier to navigate for designers, architects and project owners.
The agency also introduced a service that helps generate the first section of project documentation and perform comprehensive cost estimate validation. It allows users to model construction costs and compare them with similar projects listed in a national registry. For project owners, access to detailed technical data on comparable facilities is particularly valuable. Public-sector clients can also review and reuse project documentation previously developed with government funding, reducing duplication. As a result, these services save both time and budget resources.

Focus on Speed and Cost Efficiency
Earlier, in February 2026, Head of Glavgosekspertiza Igor Manylov and his First Deputy Vadim Andropov said during a press briefing that digital tools now serve as a mechanism to prevent errors, while the review process is shifting toward lifecycle engineering. In response to demand from the business community, the agency is improving the quality of project documentation and offering new digital tools, including the comprehensive cost validation service, a machine-readable version of Section No. 1 “Explanatory Note,” and the customer dashboard.
The primary benefit of these digital products is the ability to reduce both timelines and costs for construction stakeholders interacting with the state review system. They also make the evaluation of project documentation and engineering surveys more efficient. Glavgosekspertiza’s initiatives are expected to improve collaboration across the ecosystem, from government authorities to developers and contractors. The services will be deployed at the federal level, making the review process more transparent at every stage and significantly improving how project owners receive updates and feedback.
Looking ahead, these tools could accelerate the delivery of housing and socially important infrastructure that residents rely on. Similar IT solutions may later be introduced in other sectors where governments and businesses are building service-based digital interaction models.

Toward Paperless Review
The rollout of electronic services aligns with a broader shift in Russia’s construction sector toward paperless review processes. Their development and widespread use are expected to improve the management of large-scale infrastructure projects. In the future, these services could be integrated with other government platforms, including the Gosuslugi portal, regional information systems and construction oversight tools. Over time, Russian digital platforms used for state project review may also be exported to CIS markets.
