Russia Is to Adapt Government Websites for People With Visual Impairments

State online resources are set to become more accessible and easier to use for people with vision disabilities.

The Russian government has approved new accessibility requirements for the official websites of state bodies to better serve people with visual impairments. The relevant decree was signed by Prime Minister Mikhail Mishustin.

The document sets mandatory technical standards for the websites of federal and regional authorities, local governments, and their affiliated organizations. Starting March 1, these resources must provide full access to information for users with vision-related disabilities.

Websites will now be required to support screen reader software that can vocalize text, display information on tactile Braille displays, and allow site navigation using a keyboard, gestures, or specialized key combinations.

Text Scaling and Alternative Content

How information is displayed is now governed by specific rules. Text on government websites must be scalable by at least 200 percent without loss of functionality and without triggering horizontal scrolling. Non-text content—such as images and interface elements—will be required to have text-based alternatives that can be converted into enlarged text, Braille, special symbols, simplified language, or voice output.

The decree continues the implementation of provisions in the federal law on ensuring access to information about the activities of state and local authorities. The measure is aimed at building a barrier-free digital environment.

As a result, people with visual impairments will now have full electronic access to government information.
