Russia Mandates Domestic Messaging App on All Smartphones Starting September

In a major digital sovereignty move, Russia will require all new smartphones and tablets to come preloaded with the secure, homegrown messenger Max.

Beginning September 1, 2025, all smartphones and tablets sold in Russia must include the domestic messaging app Max. The legislation, approved on June 10, aims to replace foreign messaging platforms deemed insecure.

Developed by VK, Max is designed to counter fraud commonly associated with international messaging services. The app ensures secure communication and integrates with key government platforms, including Gosuslugi and Sferum.

A standout feature of Max is the digital ID, which could eventually replace physical passports. Users will be able to verify age, sign documents, and perform financial transactions within the app. To boost safety, Max will also automatically block calls from potentially fraudulent numbers.

Officials acknowledge that changing consumer habits will be difficult, but they believe security concerns will ultimately prevail. Some even suggest that Max could gain traction beyond Russia’s borders as a multifunctional communications platform.
