Russian Messenger MAX Adds AI Assistant for Booking Government Services
Residents can now schedule appointments at “My Documents” service centers directly through the national messaging app.

Russian regions are rapidly adopting regional chatbots that allow citizens to book appointments at government service centers via the MAX messenger. The latest to join is the Astrakhan Region, where the “My Documents” offices have launched a virtual AI assistant to provide round-the-clock access to public services.
The chatbot helps users find office hours and locations, book or cancel appointments, check application status, and receive notifications when documents are ready. It also enables residents to rate service quality, creating a more transparent and responsive system for citizens.
Beyond Messaging
Earlier this year, MAX expanded its functionality by partnering with Russian Post, allowing users to send letters and parcels, book postal appointments, and request courier pickups directly within the app.
The messenger now supports over 50 financial operations, including issuing virtual cards, checking account balances, making money transfers in chats, and paying bills or purchases via QR code.
The growing integration of public and private services into MAX demonstrates how Russia’s national digital platforms are evolving from basic communication tools into multifunctional ecosystems that streamline everyday tasks—from accessing government services to managing finances.
