Samara Region Launches Digital System to Track Construction Waste

Russia's Samara region has launched a pilot digital system for managing construction waste that will remain in operation through September 2026.

The project is being implemented with the participation of Ubirator and is designed to reduce illegal dumping by digitally tracking every stage of the waste management process, from waste generation to recycling or disposal.

The digital platform brings all market participants together within a single ecosystem. A working group has been established to coordinate the project, bringing together developers, waste haulers, facilities that process Class I–IV hazardous waste, representatives of the city council, and Ecology JSC, the regional municipal solid waste operator. The system records waste volumes and tracks the origin of every shipment, making it possible to identify cases in which recyclable materials are diverted to landfills instead of being processed.

The project requires participants to register, use electronic disposal permits, and prioritize recycling over disposal. In the future, the system is expected to be integrated with GLONASS and video surveillance cameras, while an "eco-bonus" incentive program is planned for residents. Following the pilot, the regional Ministry of Natural Resources intends to make registration in the system mandatory for all market participants.
