The plan will be built around a digital database covering all trees, shrubs and other vegetation in the city.

Work to digitize the city’s green spaces is already underway, with all data being compiled into a single information system. According to the city administration, the initiative is part of the Water and Green Framework project. The city has allocated 64 million rubles (approximately $793,000) from its budget for the project. The contract was awarded to Lengiprogor LLC, a St. Petersburg-based company. City officials noted that the project was launched in 2025. The budget, contractor and completion deadline have therefore all been established.

The framework will connect water bodies, parks, public gardens, residential courtyards and pedestrian routes. Natalia Ishchenko, deputy head of Novorossiysk, explained that the framework is intended as a long-term strategy for developing the urban environment, rather than a one-time tree-planting campaign.
