Innovation Is Rewiring the Museum: How Russia Is Modernizing Regional Cultural Institutions

A local history museum in Unecha has undergone a digital upgrade using grant funding. The project added multimedia equipment, launched an audio guide on the Artefakt platform and produced materials for self-guided exploration of the collection.

The Unecha Local History Museum in Bryansk Oblast opened in 1987 in a former bank building. Its collections include extensive ethnographic materials, more than 300 items of household artifacts such as coal irons, lanterns, antique samovars and handwoven textiles, as well as a numismatics collection of around 250 items.

The museum also holds paintings by local artists, documentary records, photographs and decorative art. Some items are particularly rare, including a harmonium and a dueling pistol from the early 19th century, along with a collection of early 20th-century theater posters. Staff continue to expand the collection by identifying and acquiring historically significant artifacts from private collectors.

Thousands of Visitors, Growing Expectations

In a 100-square-meter exhibition hall, the museum hosts more than 15 exhibitions each year. These include items from its own collection, private collections and traveling exhibitions from other institutions. The museum attracts about 17,000 visitors annually. The institution serves as a cultural hub for the surrounding district. That role has driven leadership to modernize the space with updated technology.

Also, education remains central to how the museum operates. The museum offers lectures, guided tours and public events, alongside newer formats such as interactive sessions and staged performances. The introduction of digital tools is expected to make these programs more engaging and accessible for different age groups.

Built Around Interactivity and New Experiences

The Unecha museum’s project, “Novatsii menyayut muzey: vpechatlenie, obrazovanie, emotsii” (Innovation Is Changing the Museum: Experience, Education, Emotions), secured a grant of 1 million rubles (about $11,000). The concept is to deliver knowledge through immersive experiences and positive emotions.

Funding was used to purchase modern multimedia equipment, including an interactive panel and table running Alma-Patriot software. The museum also developed an audio guide on the Artefakt platform, combining text, visuals and audio for 40 exhibits, and published two booklets, “Unecha Local History Museum” and “Memorable Places of Unecha.” Staff are also using grant funding to build skills by learning from peers in Moscow museums.

The modernization is designed to turn the museum into a multisensory environment, where authentic artifacts are paired with interactive experiences. Staff believe these upgrades make the museum more appealing to younger audiences while reinforcing respect for cultural heritage.

Policy, Platforms and Scale

The Unecha museum upgrade signals the growing digital maturity of Russia’s cultural sector. This smaller institution in Unecha has not only received funding for upgrades but also gained access to a modern model of visitor engagement, built around mobile guides, multimedia content and independent exploration of exhibits in a digital environment.

The case also highlights the growth of the Artefakt platform. In 2021, it hosted 78 new multimedia guides. By 2024, that number had reached 433. This expansion points to a rapidly developing digital museum ecosystem, including in smaller cities.

This momentum is supported by common infrastructure such as the Artefakt platform and consistent state funding through grants. There is now a clear trend toward equipping regional museums with modern technology. These initiatives strengthen regional identity, support tourism and create demand for domestic digital solutions, from AR guides to multimedia content and museum-focused edtech. The broader goal is to make culture more accessible and engage wider audiences, combining public investment with technology sector support.

Permanent exhibitions in museums and galleries, no matter how valuable, need renewal. Modern technology helps bring that renewal. Immersive interactive formats and digital guides with augmented reality create a compelling experience that cannot exist separately from physical exhibition spaces and artifacts
