Kaliningrad Oblast Establishes AI Development Commission

The Russian region is positioning itself as a new hub for developing and scaling artificial intelligence technologies for deployment across the country and potentially in international markets.

Under a presidential decree issued on February 26, 2026, Russia's regional governors were advised to establish interagency commissions focused on the creation, development, and deployment of artificial intelligence technologies. Kaliningrad Region has now formed such a commission. Governor Alexey Besprozvannykh signed the decree creating the body and will also serve as its chair.

The commission's role is to develop strategic approaches for using AI across the regional economy, social services, education, healthcare, and public administration. It will also evaluate project risks and recommend ways to reduce them.

The move is expected to create new opportunities for IT companies through projects commissioned by regional authorities, healthcare institutions, schools, utilities providers, transport organizations, and public-sector service agencies. Kaliningrad Region could become another part of Russia where citizen requests are processed more quickly and social programs operate more effectively.

Preparation for a Federal Role

At the national level, AI development is part of the Tsifrovaya ekonomika i tsifrovaya transformatsiya gosudarstva (Data Economy and Digital Transformation of the State national project). The federal AI commission is already considering international cooperation and the promotion of Russian AI products in foreign markets. The regional commission is expected to serve as a mechanism for advancing Kaliningrad Region's interests within that broader agenda.

The new commission will identify priority areas for AI adoption, including public administration, education, healthcare, the regional economy, social support programs, and urban infrastructure. For those efforts to succeed, it will also need to address factors that can slow the sector's growth, including workforce shortages, data quality issues, cybersecurity concerns, infrastructure gaps, overly formal administrative processes, and public trust.

AI in Russia: From Development to Deployment Planning

For several years, from 2021 through 2024, Russia operated the federal Iskusstvennyy intellekt (Artificial Intelligence) project, which supported technology developers, pilot deployments, workforce development, scientific research, and infrastructure. The initiative was incorporated into the national program aimed at building a data-driven economy through 2030. In November 2025, President Vladimir Putin also tasked federal authorities with preparing a nationwide deployment plan for generative AI.

AI initiatives received additional momentum in 2026. In February, Russia established a presidential commission on AI technology development. The commission coordinates the activities of federal and regional authorities, the Bank of Russia, and other participants in the AI sector. A government subcommission led by Deputy Prime Minister Dmitry Grigorenko followed in March. Regional commissions then began appearing across the country. One of the first was an interagency commission in Leningrad Region. Kaliningrad Region has now joined the group of regions actively adopting AI with support from expert advisors.

A Driver for IT Business Growth

With an official mechanism now in place to select, coordinate, and oversee AI projects, the region is expected to see new initiatives emerge across a wide range of sectors. Public administration, education, healthcare, citizen request processing, and analytics are likely to be among the first areas affected. The fastest results are expected where digital data already exists and operational processes are well established.

The new body is expected to become an important tool for developing the regional IT sector. Regional commissions could help local technologies scale from regional deployments to federal programs and eventually to international markets.
